Yes, it is the right form:

 You can dilute your 10%  Betadine with distilled water to 5% but dilute it in a separate container right before the application. Do not reuse the diluted solution - discard it.  

 Leave it on the skin for at least three minutes and do not forget to rinse it off with water before you start rolling.  

Please ignore the many typo's and grammatical errors in this table - it comes from an Indian publication.

what percentage can I use pure betadine?(sorry for english)

at the 10% i can not use pure in the skin?

You can use the 10% solution but if you dilute it to 5% it will be gentler to the skin.

to remove the Betadine wet hands with tap  wate(the hands touch the skin?) or cotton pad?thank you
